Rossville's city code has no trees and shrubs article at all. There is one tree provision, tucked into the general street regulations, and it says it is unlawful for the owner of a tree growing on private property or on the parking adjacent to it to let limbs overhang a sidewalk closer than eight feet or a street closer than twelve feet. The fine is set per violation, and each day counts separately.

Twelve feet is lower than what most towns in this area require, and it is the number worth remembering if you have an old silver maple leaning over Main. What the code does not have is just as relevant: there is no dead tree provision, no notice-and-abate procedure for hazard trees, and no tree board. So nobody is going to write you a letter about the dying hackberry in your back yard. The condition of that tree, and the consequences if it comes down on a neighbor's garage, are yours alone.

In May 2019 an EF-0 touched down just east of Rossville and the damage was confined to trees and power lines. In March 2024 a tornado moved near and northeast of town in the evening, tearing a roof and a deck off one home, damaging shingles on another, causing major damage to a warehouse and a garage, and damaging or destroying multiple barns. Nobody was hurt in either.

That pattern is normal for a small town surrounded by farm ground. Out here the trees and the outbuildings absorb the storm before the houses do, which means the post-storm work is mostly hangers, split unions, and shredded windbreak. It also means a lot of damage goes unrepaired because it did not hit a house. A limb torn off at the trunk leaves an open wound that decays inward for years, and a barn-side windbreak with three trees gone is a windbreak with a hole in it. Both are cheaper to deal with in the season they happen.

Rossville was founded on the banks of Cross Creek, and the ground around it is Kansas River valley farmland. The recurring land clearing job here is not timber. It is eastern redcedar moving out of fence lines and draws and into grass. Birds eat the fruit, roost on fence wire and in shelterbelts, and seed the pasture from there, which is why encroachment almost always starts as a line along a fence and then spreads outward. It rarely announces itself until the grass underneath is already gone.

Small cedar is cheap to control and large cedar is not, so timing dominates the cost. A stand of trees under head height can be mulched in a single pass and leaves ground cover behind. The same stand ten years later has closed canopy, shaded out the grass underneath it, and takes considerably longer per acre. Whichever stage it is at, burning the material in Shawnee County requires an open burning permit, which is one more reason mulching in place tends to win on these jobs.
